best nocode service to build a self-hosted Reddit clone webapp

I'd like to move my current forum to a gorgeous, modern, full featured web app that's self hosted. It should have all the functionality of forums like [login to view URL] and then some.
I'd be happy to hire help to make it but ultimately I need to be able to make changes on my own and maintain it without the constant search and massive costs for help. Is nocode, low code a good solution or is it not there yet? Think [login to view URL] with Discord react emotes with a different color scheme. Where do I begin?
A budget is required to post but I don't have a good idea as to what this sort of thing costs so that budget is just a number until I learn more.
Our current webapp is built with Flask with a PostgreSQL database. It's supposed to updated to a Vue3 front end. I've seen Overlay is supposed to be good for Vue 3 but outside of that I don't know what else we can use.
