Do some 3D Modelling

I sculpted a doll in clay and had it scanned in. I need to take the 3D model from this scan and complete it in Cad. Three things need to be done:
1) smooth out the surface to make it smooth (Just removing scape marks)
2) attach 3D elements to the model for hands, feet, and ears. I already have these elements, they just need to be attached. My elements are rigged and I want to be able to pick the position of the hands and feet.
3) Add joints to the model to transform it into a double jointed ball jointed doll as seen here. I have a 3D model of a doll that can be used for reference
