Create Presidential Animation

We are a group of individuals who are interested in re-creating presidential sites and open them to the public. As development and construction are large scale projects with significant investment needs, we are looking to create an interesting, humorus approach to announcing our plans with ongoing parodies with an intent on redirecting interest to our fundraising efforts. What we are looking for is a way to take the concept of former Presidents of the United States and having moving characters in a group setting. If one has played Call of Duty Black Ops and played as one of the Presidents (JFK, Nixon) then you may understand our intention. Our chosen Presidents will be JFK, Nixon, Regan and Carter at the time of this writing. What we need to know is, is there a way to design characters who look actual and have minimal moving parts - jawline or eyes in either a Southpark fashion or otherwise so that audio can be inserted and have these components move. We dont need cartoons, we need the capability of recording and playing and making use of these characters if possible. If this is not within your realm and only individual annimations recreated with each change, your suggestions on options will be welcome. Our goal is to place these on a website and have these former presidents, in character, comment on news of the day and the activities of elections, presidential decisions, etc. in an ongoing humorous approach while reminding visitors that they too can weigh in at the Presidential Retreat and Museum we plan on building. If fund raising never materializes, the site will simply be a fun foray into national politics. We look forard to your feedback on what is possible. Thanks
