Create an Animation - Fun - Sponge bob style

I'd like 2 designed animations to be made in GIF - both in fun style, see attached as an idea. 1) Looking into a car through the front window. You can see a driver, empty front passenger and a dragon on the rear passenger seat blowing fire into the front of the car. 2) Cars with arms and legs running around and a giant man in a suit stamping on them. next to him there's a normal size name giving high fives to cars with arms and legs.
