Your project sounds like a fun one! I'd love to help, and have some solid experience to back me up. Whilst I've not done too many P2Vs with Hyper-V, I have had plenty of experience doing the same within ESXi, and I imagine that the process is roughly the same.
Is the new host a new physical piece of hardware within the same physical environment as the old physical SBS 2003 server? Nothing is in Azure, correct?
With regards to your new servers, are you looking to get one to be setup as a DC (nothing else), and the other to be an RDS server (terminal server)? Do you have a plan for migrating services like Exchange and Sharepoint, or do you already have an Office 365 environment?

1. Do you speak American English very well? I speak English very well, with a half Canadian/Scottish accent.
2. Do you work as a freelancer full time? I do not. I dedicate around 20 hours per week to freelancing. The rest of the time is spent at a day job, doing the same stuff!
3. Are you available EasternStandardTime Evenings? and Days? Typical hours are around 3pm-6pm your time each weeknight, longer where needed (eg. coordinated server swap).
4. Are you part of a multi tech support company providing support? As a freelancer, I operate alone.
5. What is your hourly rate? $40 per hour for this type of work (including the FL fee).
