Mobile Callback Dialer

Need to develop a callback dialing solution that works as follows:

User experiance :

1- Select destination number from Handset's Phone Book.

2- Press Call.

3- On the back end (clients will not see any of these) a call will be dialed to the Call Back Server and the call will be disconnected. Immediately a call back will come to the caller phone and the call back will be connected automatically and will start calling the destination number automatically.

4- Client will listen the ringer tone at the other end and once the destination party accept the call the voice communication will start immediately.

If that is possible please let me know, as an example you can check the sim callback dialer that simply control the STK in any phone and the user can configure it and start dialing easy .
