Batch video editing software with basic functions

Hello freelancers! I am currently developing a project and I need a basic video editing application running on PC. The main idea is this: The software watches a specific folder, if a new video appearing in that folder the batch process is starting. The processes would be:
1. adding fade in fade out to video, 2. changing the video speed (speed ramp style curve) 3. adding overlays, 4. adding music to video 5 . Encoding to a specified folder (based on presets)
