Write some Software - Plate car recognition

Dear Freelancer team,

i need a program for a plate car recognition. it must be in Java language.

First Option : the user should be able to recognize and analysis the plate car that the camera has captured.

Second Option : the program should be able to recognize and analysis the picture (Plate car) if it's came from the camera or from the data base

The Output must gives the captured picture for the car, then must to segmentation the plate car numbers, finally to give the plate color.

Note: Most of the project classes already done( i will provide them for the chooses freelancer),
