Make app on QT for Android and IOS on One Platform

Someone needs to make an app for me that can play audio and have books online/offline. There is a home button, discourse, book button, and offline button. The book button has books that can be viewed offline/online(there choice). There also will be an offline button that will keep all the offline stuff stored there and you can play whatever you downloaded there for trips etc. The discourse button will have a thumbnail, stream feature, and offline for download feature, you can choose two languages that are tamil and english, and you can also have parts on discourses like part one,two,three, etc.. There is also a search feature where you can search for any book in the book tab and discourse in the discourse tab. I am willing to increase how much I pay if needed. I need this done within 2-4 weeks. An example of what I want would be in the screenshots -
