The goal of this project is implementing the required C# code that can be able to detect a car stopped for a predetermined number of seconds in front of a camera. This is similar to an inductive loop but virtual.
1. The code must run (and will be tested) on Windows 7, Windows 8, Windows Server 2008 and Windows Server 2012 (the required DLLs will be copied together with the executable file) for .NET 4.5;
2. The maximum time for analysis on each frame must not exceed 20ms;
3. The solution can use [login to view URL] or EMGU;
4. It must run in x86 and x64;
5. In the constructor the user can supply a rectangle which all analysis must be limited within the frame;
6. Sample videos will be provided for the awarded freelancer for testing;
Implementation will be based on the following C# class, this class will be created once and all new frames will be provided calling the “Analyze” method.

Important note:
We require the solution to be completed within 10 days after awarding the project. If you do not have experience with video analytics please do NOT bid on this project.
The time for completion and delivery of the milestones is not negotiable, and cannot be extended, hence no milestone is created.
