Social Media Specialist Needed for Small Car Dealership

Small Car Dealership in South Florida is seeking the services of an Experienced Social Media Specialist.
Our business is real--we have an office, staff, and inventory. Its not some internet/online business that relies entirely on social media and SEO.
Our social media presence right now is zero.
We need a specialist to handle our accounts (mainly Facebook, Twitter, Instagram)
- Post interesting updates, links, and pictures on Facebook, using relevant and well researched #hashtags
- Post interesting updates, links, and pictures on Twitter, using relevant and well researched #hashtags

- Creating attention grabbing messages, images, that Call To Action -- make people want to call us, like us, follow us, or email us!
- Create marketing campaigns on Facebook, using PPC and other techniques, to grow fanbase and increase exposure to the public
The three accounts (FB, Twitter, and Instagram) are already created, along with Images and logos, etc. Regular updates to the graphics, profile pictures, and headers would obviously be essential.
We are a local business, and wish to focus our attention on a small geographic area (South Florida, including Miami, West Palm Beach, Ft. Lauderdale).
We have another business that exports cars, trucks, car parts, appliances, and electronics, and has an international presence throughout Central and South America. we would like the same social media marketing done for that business as well. That would be the next project for the right Freelancer if they do a good job with this one.
Looking to hire someone in India, Indonesia, or Malaysia, where our other BPO freelancers reside, not only because of the cheaper costs, but also because our night and their day, and we would essentially have work and services being done for us around the clock.
NOT looking to pay more than 4$/hour. Preferably 3.
