Python Requests Module - Ebay API - UploadSiteHostedPictures

Hi, I'm Aaron and I developed and maintain the automation system for my partners online business. I am currently redeveloping the system in Flask-Python but have hit a brick wall with the 'UploadSiteHostedPictures' eBay API call.
I adapted the VBA function I put together many years ago but I keep getting the error "Picture Services only supports upload of JPEG, GIF, PNG, BMP, and TIFF image formats. Try again using a version of your picture saved in one of those formats." dispite the image being JPG and having no problem uploading via the VBA API call function. I have attached the working VBA version for reference.
I am using the requests Python module. I have uploaded the code I have been using. I suspect I am missing something small and hope this will be some quick easy money for someone. I've been messing around researching and tweaking for days and have gotten nowhere.
Payment released once I can consistently upload images and get the expected response.
