I am not an expert with HashiCorp Vault but after some preliminary research, I do not think that it will work for what you are looking for. It seems to be more for storing personal data and tokens than it is for enterprise applications like what you're looking to build. What you are working on certainly sounds like an interesting project that presents some interesting security concerns. I would love to talk with you more about some ideas.
