Assist with Project Management (Gaming Service)

I am looking for someone to help me manage some programmers. Your job would be to take my ideas and make sure the programmers hired understand how to implement the tasks as well as keep track of their performance. The project is pretty simple, but I am fairly busy and would like assistance ensuring its successful. Knowledge of Unix / Linux, PHP, websites, MYSQL etc would all be very helpful. I am looking for help with a gaming hobby / project I am working on. It's goal is to be a IT solution for gaming communities in the MMO EVE Online. I am hoping to find someone who can work for a reasonable price to code some solutions for me, which I would like to be open sourced to avoid abandonment issues. Also, since I am not a linux expert I will need help setting up the server properly and getting the solutions running. Before we get too deep into this, I wanted to be upfront and state this is a hobby of mine so I am unable to spend too much money on it. I dont expect anyone to work for free, but ideally I keep this in the few hundred $ range. I am semi technically inclined to run servers (learning Linux etc) but i have zero programming skills.
