I need a php application made that will be used by a non profit to automatically place phone calls or text messages to elderly or otherwise home bound individuals to ensure they are okay. I would like it to use the twillio API. Upon failure to answer phone, or reply to text within certain time, it would email an alert to a contact person in their account profile.
