This can be done in PHP, except the text to speech portion. For that we can use an external API (i.e. google translate API) or a command line tool. In any case, this is a bit too resource intesive to be done completely in PHP, instead I would suggest using a command line tool, i.e. an executable depending on your server. PHP would still be used to handle user interaction, and in case we integrate it the youtube API. If you are interested you can PM me to discuss more details.
