Magento2 (copy-paste) Static blocks and codes from magento 1.9 , correct encoding, add Greek texts in language file

Magento2 (copy-paste) Static blocks and codes which add texts globally in meta keywords from existing Magento1.9 to our new Magento2 Megamarket theme [url removed, login to view] with small coding.
There 3 same types and coding static blocks in our source site ( magento 1.9) which present the meta tags ( meta title, description and keywords) dynamically in each page (home page, products pages and categories pages, in the bottom and in metatags area of the page. ( This has already done)
These static blocks also add default texts in front of meta tags area of every page.
Need to add the specific php variable in the correct phtml file in order to be presented the texts globally in meta tags area
These static blocks and coding are already existed in source site. Need only to copy paste and set up in new magento 2 megamarket theme
Second issue. Need to be corrected the encoding in meta tags area for Greek Letters ( Cyrillic fonts) Now presented correct to meta title only but not to meta description and meta Keywords.
Also in Greek language file need to change (translate) some texts via csv Greek language file
Need full written instructions for the above tasks how we can do the same in other back up sites.
