Fix an issue with an opencart 2.3.0.2 multi store

Multi-store working fine with 6 stores but information links in the footer not working, terms and conditions, etc and we think that this is preventing us taking payments. On the checkout the terms and conditions have to be checked as accepted. When you actually hit the terms and conditions link we get the 404 not found re-direct. Have noticed on another Opencart site of ours that when the terms and conditions link is clicked the page description shows a [login to view URL] command etc in the title bar, but on the multi-store site we actually get the word "terms" in the title bar and then the 404 re-direct. I don't know enough about this subject but it does seem as though the htaccess file is maybe sending an seo title in the title bar instead of the php route command. No idea!
