Enable disabled button to be enable upon event

I would like a button "btnSubmit2" to be enabled when "btnSubmit1" is clicked. Right now, "btnSubmit2" remains disabled when "btnSumbit1" is clicked. I need the javascript code below fixed to accomplish the objective.
