cron job simple script for oscommerce

The scenario:
When a customer checks out successfully using any item with attribute "recurring billing", they will have all recurred billing subscription items available to see in: [url removed, login to view] and will have the option to delete them after they are created
I need to have a cron job running in my osCommerce store which will do the following:
If customer has not deleted the recurred subscription billing then the cron will check the orders_table for all orders that have checked out with attributes "week", "month", "quarterly", "bi-annual" and "annual" and re-bill them if re-billed is due and after payment is confirmed the osc store will send out an order_update email of the same order where the subscription (order_id) was first created.
The credit card number 'stripe token' will be stored in osc DB and that is why the billing will go through.
If you have any questions, please ask. I need this job completed ASAP. Should not take longer than a few hours for someone who knows what they are doing.
