Create specific search function for WP

We need to create a specific search function (or Article index kind of search). Site is http://www.global-benefits-vision.com. We want a specific index search page which provides search as in attached Wireframe. Searchis quite simple, and we need a specific results page, with sorting abilities. We did not design responsive result page but need proposal for the usability. The site provides magazine in PDF with reader (aka as #issues), and articles (most are protected for suscribers only. We still don't know all privacy settings so this page has to be a specific page (no site wide search for now), you need to go to this page to search and find relevant articles) Search must be a mix of full text & tag search (post are well tagged, we need to make sure it is on top of list). Any proposal / discussion is welcomed, but project has to be released shortly. you work on Dev server (we provide) and once validate apply to prod server. Sources & mini install guide is required. This work should not prevent WP from updating withour troubles (make it template or plugin, no hard coding.
