Create a simple Blog for current Wordpress website

Hello,
We have a simple project to implement. We have developed a WordPress custom theme website and now need to integrate a blog within it. We need a blog template that shows the snippets of latest posts (this same template will need to be duplicated as the category template) and a single post template to show each individual post. I do not want Visual Composer so this will need to be coded in the template. The theme was built on the Underscores starter theme. It is a pretty simple layout (you can see screen shots below). On the single blog post, you will only need to create the cropped header as the other styles and formatting have already been put into place via shortcodes.
ps. in the image below you will see something that says "see most popular posts" that will not be needed.
As always, I do not usually respond to auto bids so please type something unique to show me you read this.
I am not looking to spend more than $100 for this.
