Build me an Excel Database

I have worked on an excel database that needs an upgrade. It is a PO, GRN, BIN, Job Card system, that needs to be upgraded so that it can be locked on ones computer. It needs to be able to be in sync, so that any edits save into a specific folder on the computer. This folder needs to automatically back up to a Google Drive folder. The system must be easy to use and must capture all the information within. Furthermore, it needs an additional database that can pull the information from these entries and compile them into a report for me to easily analyze. It needs to have Print to PDF features built in, it needs to have Print features built in and save ones also. It needs to be able to allow an employee to electronically sign the document in a secure manner, so that the file can be printed as PDF and sent to the client without having to print and scan it.
