Add Live Chat Room using existing Live Messenger Code

We have a fully functional social network platform that has tons of features and live messenger. We'd like someone to tap into the coding and make a live chatroom for registered users. This chatroom will be available for the entire community but with a few features.
1. Chatroom can only hold 30 members.
2. Since our platform has different types of Members (pro members, etc.), we want the chatroom to bump up the paying members to the top of the username list making them feel important, and include a membership icon on the side of their username.
3. Allow Paying members or admins to create chat rooms.
Admin features, kick users from chatroom, and temporary/permanent ban with IP which our system already grabs and stores.
Our website is mobile friendly, and works great on mobile phones.
We will most likely keep expanding, giving members ability to do certain things to keep the chats fun and entertaining. But right now we need the basics and functional chatroom.
Oh, and our site already has the option to create group chats, which we dont really use. This might help give you ideas on grabbing code and just turning it into a live chat room for entire site. :)
