Create a fairly simple Q&A Web Site

Project can be using NODE.JS or PHP (Your choice) You need to use a Template language (Node, I'm open; PHP I want Smarty) for all screens. I also want I18 support (If Node; [login to view URL], if PHP: Gettext) for i18n support, so that we can load translations from for any & all displayed strings) Please note; I am _not_ big on full Frameworks; they are typically not optimizable if the site gets larger. Please don't bother bidding if that is your intent. I have no problems using components like Express in Node, or php libraries like Smarty for templates. But again I am not looking for a Frameworked site (like Meteor or some CMS system) and DO NOT WANT a site built with a full framework without prior approval. Database: MySQL or Postgresql All SQL must be parameterized. This does NOT need (& I don't want) a FANCY javascript front end. This is basically a simple Q&A site; with really basic features and very simple screens. I will either hire developers later (maybe you?) and flesh it out later. But I want A SOLID foundation to be done right now. All screen rendering is to be done on the server side, so JS is NOT needed on the client side except for Voting. This site is similar in design to Stack Overflow; but targeted only for product location. Say I'm looking "Apples" in Mexico. I don't know the Spanish word; so I post a request where do I find "Apples" near me. It uses your location data (on your account) as the default location. (But the user can change the location; knowing they are going to be driving to Mexico City, Mexico tomorrow) Another user can fill in that the local (Spanish) name is Manzana, and/or that "this" store near your provided location has Red & Green Apples. Multiple Voted Answers can be provided. Answers can have multiple votable comments. Currently only need English Translation; however site needs to be built with i18n support. Must use templates for all the screens; this way I can use different templates if needed for different languages in the future if i18n method doesn't supply enough flexibility for some language screens. I don't want code like: SQL("select * from user where id=?",1) in the session code. I want to see Session code call a USER api to get any user info it needs. Bascially I need: Welcome Screen, Login Screen -> Would love to allow FaceBook/Google (may use libraries for this functionality) login integration and a sign up screen for just creating a local account. Sign Up Screen, Browse Screen (with sorting/filtering), View/Add/Edit a Question / Answer Screen. Admin Screens (for basic administration)
