Create Skype chat bot in node.js and PHP -- 2

I would like to have built an Skype chat bot based on Microsoft Bot Framework Rest API.

Previous experience building such chat bots is required. Examples to be shown in order to be considered.

It will be deployed in Azure. Our suggestion is to use the existing node.js "Language understanding" template to handle natural language using the Cognitive Services LUIS API. However, suggestions are welcome.

It will be contacting one of our PHP servers, also in Azure, to process the questions with an already defined PHP class for it.

This is a basic question: Which is real time value for service ACME?
