Create Custom Php ProxyJudge URL -- 2

VERY EASY JOB I need [login to view URL] url to create with my own settings. The php will be called from my vb.net desktop application and check proxies. Proxy Judge php script should have this options: Proxy Check : 1. country 2. SSL (is Https or not) 3. Google passed 4. Speed (slow, medium or fast) 5. Type (Elite, Anonymous, Transparent, Socks4, Socks5) 6. Check against Spam or abusive host (Blacklist Check) I DO OWN SCRIPT Php for: 1, and 5 not socks. So i can give some lines of code, but it is all around the internet, only I need it fast TODAY if POSSIBLE . THANK YOU ALL, I know you can do it :)
