Build a responsive Website that gets comments

the main feature is simple, the website opens a topic, and anyone is able to add a comment under the topic, please check the attachment.
the mockup attached is not in scale but gives you a very brife idea.
Core requirements:
1. need a better re-design, prefer to use web design tools, eg. webflow, wix etc
2. It needs to be a responsive web
3. some features may change in the future
In general,
1. only comment under ONE topic, so this is a ONE-page web (with subpages 'about' and 'contact')
2. shows the latest comment on the top, scroll down to the earliest
3. everyone can add a comment, there is no communications between each other, no reply etc.
4. no login/registration required.
5. apply ads banner on the top
6. shows current date
Adding comments
1. the commenting is limited by ip address, 1 ip can only submit 1 comment in 1 hour!
2. each comment appears as a block
3. number each block
4. shows the flag of country where the ip comes from at the end of block
5. shows the date of each added comment
6. max 140 characters for each comment
7. anyone can add a name to the comment. or 'anonymous' as default
8. 'report' at each comment block for imapporatite comments. once its confirmed at backend, the contents will be removed
9. all data is kept.
this is a simple project but a little challenging, in future, i may add or modify some features.
