I think you need this system for internal usage of the organization, however it will be web-based, so that you are able to access it from a browser. I think the application will have different logins and different roles with a super-admin login managing all activities in the system. HR Managers will be able to setup goals for different employees, do their monitoring and deciding on interim and annual appraisals as required..
