Wordpress plugin to create a Youtube playlist + content post

I am looking at potentially building a plugin that helps simplify a manual process we do.

External users fill out a form detailing something they are listening to this week, Their name, Artist, Song Name, Why The Like It, The bands Twitter, The Bands Facebook url, and Youtube url

Then the plugin at the end of the week we would use to generate output for use in a Wordpress post that would take all the youtube urls, and submit them through the Youtube API and build a playlist. Then output everything as a HTML output.

The entire Youtube playlist is embedded at the top and then under it is a tabled data of

%Artist% - %Song Name% (Chosen by %submitters name%)

So the requirement would be that all submissions via the form for the last 7 days are taken by the script on a set day and time in the administration side of the plugin. This would then take the 7 days of submissions. Generate a new wordpress post with a title like "The Plec Picks %DATE%"

Then the content would set a generic supplied image (perhaps set in the admin side) as the featured image of the post. Place it in thumbnail size top left of the post and add generic blurb to the start of each post. Then the embedded Youtube Playlist should come next and below that a tabled data of the submission information in the above paragraph where it takes data supplied to create a clean tabled output that details the content of the playlist and easily allow any readers to like or follow the band on Twitter or Facebook straight from the post. Examples of a manually create post can be provided.
