SMS text messaging application triggered by database

We would like an experienced SMS text messaging programmer to create a application that will access our database (SQL Server) and gather key dates and figures to be "plugged into" a text message to be delivered to our customers cell phone if several bits of criteria are met.
We do not want to "recreate" the wheel if there is something out there that will already work for us.
We would however need someone to be able to marry the data to this "off the shelf" application, if we go that route, so we can send the messages.
We would need to be able to have control over some paremeters in an admin area.
For example,
IF Layaways due dates "5 days+" over due.
IF Layaways with a balance of "25.00+"
IF Loans are past due 3+ days
IF Loans not paid on within last 20 days
And other settings that we will need some control over to tweak the triggers of the text messages.
Also need to be able to edit the text between the data in the text if need be.
