Serious website design and development

Hello everyone, We are looking for a freelancer or a team of expert in php AND graphic design to make one of our website. -Groups (like facebook group, members can join) with discussion section (we would like a live interface and a forum type if possible). -Login, signup and member area -Refer a friend -Advertising (google or facebook type with creation module) -Design (we need to design the whole thing) -Search (of discussions and the communities) -Footer, header, banners, other html pages, we will do support (all the basic stuff) We need to clarify some points. See below, these are unegociable, if this is not good for you please don't bid. We need to do this because it has been a year now and 2 different companies that failed to provide us our website. -We need a complete excel schedule from the developpers to show us what and when is everything going to be made. This schedule must be on time (max 2 business days of late) -A picture of your office and developpers -A hand-sign agreement by you, your director and us(electronically transmitted) that gives us all right over the job in exchange of the money and a non-divulgation agreement. -No more than 2 business day of no communication -0% upfront. Upon the first serious proof of work(first template design.. something to proove your faith) 25% will be made upfront. If you are serious, you won't fail to provide all these. IF you fail 1 time you will get a warning then we will switch provider and reherse payment by credit-card. In counterparty, please take note that if the job is well done, it will be a pleasure for us to reserve you a spot on the website. It's going to be a complete page called developers that will be in the footer. With this page you can do anything and we will publish it, however we need to agree it (just needs to be okay). We keep the right to remove it anytime. Since this website will get at least 1500$ of SEO it will provide good backlink.
