PSD to CSS design and Custom Admin Area Control Panel

This job consists of 2 tasks and you should be able to do both to a high standard.
1) create a pure CSS layout from the PSD file I will provide. 100% table-less, 1 central CSS file, all classes specified. file size important.
YOU WILL NEED SOME GRAPHIC DESIGN SKILLS I NEED SOME SMALL MODS TO THE LAYOUT TOO.
2) Create an admin panel with some simple functions for me to control the following:
> Turn on / off adsense ads
> upload new banner graphic
> change banner image alt
> change page titles
> insert RSS feeds into a RSS news page
Please bid low as on going work will come from this job.
