Need Wordpress Plugin/Widget and modify Wordpress Theme

I would like to create a website using wordpress as the foundation. A widget OR plugin would be the focal point at the center of the page. It would allow users to view one post at a time and rate the post on 2 different scales. There is some other functionality that the widget would need to deliver: - when multiple images are associated with a post, an image scroll would be necessary (this will likely require a MySQL table for image associations) - There will also be a link which opens a popup window with another similar post rating widget In order to create this widget/plugin, I estimate at least 2 new mysql tables will need to be added to the existing wordpress schema. The theme modification would require someone to make a wordpress theme look like a mock version which I will provide. The final site will not look much like a blog site, but the wordpress search, commenting, and category navigation functions will be used. Many of the additional features in the theme can be found in common WP Plugins.
