166891 on website program needed

I am looking for someone who can help me with the following:

- I need a password protected section on my website.

- This password can only be used for 1 user at a time, to avoid people sharing the password and logging in together.

- I need a program like roulettesniper to run on my server so people can login to the website with a password and in each members section they are able to use the program to them selfs and use it from my site.

- I need the program or database to work just like roulettesniper does. I have all the numbers that are needed for the program to work. It has to be able to keep track of numbers that the user enters and then using the info I have tell the user when/where and for how much to bet.

- I also need a way to upload files (ebooks or what ever) and write a little description about the file I upload. This file must be then placed in each of my members admin sections where the program can be found so they can download it or read it online.
