Web Ad/Cross-Link Hit Counter & Payment System

I am looking for a web programmer to build a program that allows me to monitor and charge advertising fees for links to external domains. Before I spec out the program... I imagine there are already open source programs that do a similar or even a better job than the one described. Implementing a preexisting program, modifying one, or proposing a different/better option than what I have described here is completey welcomed. It should monitor the unique hits of all pages within a web domain, the activity (unique hits) of all links within a web domain (whether text or graphic), the URL and location of the page where the link was activated, the URL the link points to (whether internal or external), and the create and termination dates of the link. An optional component that may or may not be included with the initial program, but which will be included in the final product, is a automatic payment system to charge the webowners of the link targets either no rate, a flat monthly rate, or a pay-per-click rate. Data of course will need to be captured about the client through this web form including name, Business name, web url, e-mail address, billing mailing address, cc#. The data should be able to be retrieved and sorted by any criteria through the use of a standard web browser. I would like separate logins for clients to view hits, and a management system for myself /web admins that had payment management options also. Payments will be handled via CC with SSL and [login to view URL] gateway. All reasonable care should be taken to make system secure from fradulent purposes when handling cc #'s. The data should be stored in a single database (preferable open-source mySQL and not MS SQL Server) that resides on the same server as the web domain. If I need to move I need to know. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Anything that is open source (mySQL) and can run on the servers found at [[login to view URL]][1].
