GEOmapping application for ios/android - repost

Due to delayed reactions from bidding parties I send the project again.
I'm searching for a company to make me an app for the iPhone and androids.
The application is about logging in with Facebook account, user profiles, locations on map, adding details about locations on map, sending your position and read others position on map and finally invite users from FB list to the app.
The app should be linked to the website which have to been made. On this website you can register, changes personal details and see the map with positions.
There also should be a chat function within the app.
An hybrid app instead of native is an option if this is acceptable for the app and for the developer.
After finishing the app, help is needed to publish it to the apple store etc.
If I'm completely satisfied, a monthly service contract can be made.
