PHP/Youtube Data API Web programmer

We are looking for a PHP/Web programmer to add Youtube Data API functionality to our website that allows us to accept video uploads from our website visitors (users) using Browser-based uploading.

Once uploaded other users can then visit our website and rate the videos using "like" and "dislike", added to this we also require search/filter functionality so we can identify the videos with the most "like" ratings for the week.
We are looking to have this completed within 2 to 3 weeks from commencement, please let us know if you are capable and interested!!
