Fast, easy, app that cleans up our CSV files (web, desktop, or macro)

This project is multi-phase. If you can do both steps, great. Say so in the bid. Also, the value of the cell would be 21435 and then the program (MS Office or whatever) will add the $ and , ...basically I want to make sure the sheet can sort and sum this column properly. For the programmers among you: In the next phase we'll be having records that exceed certain lien values have those addresses run on a website and then pulling out the most recent sale date from that site and comparing it to the lien filing date. If the lien filing date is more recent than the last sale date, then it should grab a couple more pieces of data off that site and save the results to a new CSV. Boom. Done.
