Hello, I'm one of the developers for the drupal boost project that speeds up drupal by using file based caching. I'm also a linux systems admin with over 15 years experience in setting up server from bare metal to shared hosting. I'm not cheap but you get what you pay for. Don't limit yourself to tuning drupal, find someone to look at the overall picture including how you manage the day to day running because I can do anything like set up a reverse proxy lighttpd server and hand the site over to apache just for the php which may be appropriate, or varnish and nginix (which I have seen quoted at $2500 a month to maintain) but then again you might just need one line tweaked in a configuration file.
