Interactive Brokers API for Risk Management

I need someone who has experience coding an api for Interactive Brokers.

It would be either Java or C++ standalone program and would link to my account.

The purpose of this API is to liquidate all open positions if certain parameters are hit.

The requirements are as follows:

* Liquidate all positions when Total P/L for the day is lower then a set number. Also pop up message notifying user of liquidation.

* Liquidate all positions when Total Loss from top hits a certain level. Also pop up message notifying user of liquidation.

* Show real time Loss From Top.

* Show real time P/L for the day.

I am looking for a quote and completion time.
