PHP cURL to ASPX Web Scraping Script

I need a programmer who can develop a web scraping script for me.
On the this ASPX site, you can enter in a First Name, Last Name, and date of birth, and it will return any criminal records that match those identifiers:

You need to enter a Captcha the first time that you use the site during your session. I'm fine with entering the Captcha at first, but then I want to be able to type in a name and date of birth on my php page and have the results returned to my site. If you have experience with a de-captcha type service to get around the captcha entirely, that would be great too.
The script can be barebones as long as it does the job.
You MUST have prior knowledge of working with ASPX _VIEWSTATE and _EVENTVALIDATION variables because that is where I ran into a roadblock trying to program it myself.
Looking for someone to work on this ASAP.
