Web application

We need a script or server code or other solution to provide us the following capibilities.

User logs on to the web site

The code grabs IP address and determines the origination, then locates nearest park or lake, then randomly picks from a small database of text

messages and merges with name and posts for posting to an inbox.

This code will be embedded into a flash site, so we are receptive to any solution that will accomplish this and facilitate an integration.
