PCB Design - Auto-Pump Control Board

This is a small project involving the design and development of a Printed Circuit Board (PCB). The finished PCB design will take a low VDC input (18 - 60v), both up and down convert the input voltage if needed, supply terminals for input/output wiring, have a header for micro-controller mounting, traces to I/O and mosfet outputs.
The freelancer will be responsible to perform the electrical design to match the specifications outlined and produce a working design that can be taken to a PCB manufacture to have built. As a result of the design we will require, finished schematics, BOM and Gerber files.
We desire to work with a freelancer that will start by understanding our general design needs by reading the included PDF overview. The freelancer will need to make suggestions on PCB design, layout and/or components to not only make the PCB as small as possible but make it very cost effective to produce.
The freelancer will need to have good English communication skills, be open to suggesting and accepting design improvements, suggestions, enhancements, etc. that will ultimately make the best product possible and be willing and able to work as a team to get his done through a consistent communication of the project status.
