Database Performance Management

Ours is a web based application whose front end follows Spring Framework and Back end is MySql. Currently When concurrent users (close to 150) started accessing our application, we face many Performance Issues. The Application was opening very slowly, and for many users login page itself took more time Hence, We want a person who is capable of doing Server Configuration and Setting up / creating Scenarios / Scripts for Load / Performance Testing. -> He/She should have a good knowledge on JVM Settings, Heap Memory Configurations, Apache / Tomcat Configurations, MySql Configurations (Like Connection Settings). -> He/She should also be knowledgeable on C-Panel hosting and Linux Servers. For Deploying a Project using C-Panel -> He/She should have good knowledge on Load / Performance testing on any Open Source Load Tetsing Tools (eg., JMeter) They should prepare the Complete Test Plan for the functionalities, which we could make use of the Plan for doing the Load Testing for n users concurrently.
