Create web site for an application directory

This project is about building a website that will serve as an application directory. The site needs to be built using .net core 3.1, entity framework core and sql server as a database. I will provide a bootstrap 4 theme to be used as well. The website can be mostly MVC based (a single page application is NOT required), for one special page datatables ([login to view URL]) need to be used.
More detailed requirements:
Part 1
- The following bootstrap theme needs to be used: [login to view URL], which I will make available
- Create the basic setup of the website, using .net core 3.1 MVC and the provided theme
- Create a main header according to the standard of the theme including name of the website, global search, and user profile information.
- Create an empty start page ([login to view URL])
- Create a left navigation including following links: (TestA, TestB, TestC), pointing to empty new pages.
- Add application configuration classes to read from an application config json file. Following data is required to be configured: 3 urls to backend services (backendA, backendB, backendC), 3 passwords (strings) for each of the backend services (passwordA, passwordB, passwordC).
Part 2
- For the data model, you will get a list of simple c# classes to integrate with EF core (~20 classes).
- Add a dedicated project for the data model to the solution
- Do the initial setup of migrations
- This part does not include any new web pages, just the addition of the data model
Part 3
- This part links together the website with data for the most important page
- Create the main page to list applications in the directory
- Should use the style of following page: [login to view URL]
- This page will need javascript support for dynamic actions on the list items. This will be bulk actions, or single item actions that can be applied with limited user input (like "disable", "add tag", etc)
- One row in the list will be one application item and contain about 10 properties to show in columns
- Most properties are single values only: (ID, Shortname, Name, Status, Owner, Team, Technology, LastChangeDate)
- One property can contain multiple values "Tags", these tags should be shown as bootstrap style "badge".
- The page should allow to configure the visible columns.
- The page should allow filtering on the items to be shown for the following properties: Status, Owner, Team, Technology. Filtering should show all possible values for the properties and allow the user to select one. (see example at: [login to view URL])
- The page should allow the user to call actions on a single row: edit item, show details, disable. - Edit item and show details are just links, but "disable" should call a backend API and work in place.
- The page should allow the user to do multiple selections of rows (=application items) and support following bulk actions: add a tag, remove a tag, set status for all items. These bulk actions should work in place (javascript) without a page refresh (calling backend APIs). The tag or status should be selectable from the user from a dropdown.
- All data columns should be sortable
- Culture information should be taken from the users browser settings.
- Date format that I should get (having timezone central european summer time "UTC+2") in all date information needs to be correct. For example: "26.02.2020 17:06:16"
Way of working:
- I will provide a github repository to push to on a regular basis
- The solution has to run instantly (F5) in visual studio, when a local database (SQL Server) is configured
- Suggest to have intermediate checkpoints after each part is complete
