Write a Phonegap Window 8 application

We're looking for an expert in Phonegap Windows app.
Here is the brief:
We're into Education sector, and to avoid users doing irrelevant works, we need two requirements.
1. No sooner the Tablet powered ON, his application should appear(all the windows components should be freeze/disabled, which means when a user tap start button,there should be no response, users have to work only on their application )
2. Secondly, the Tablet WiFi should be confined to a single SSID, Tablet should not connect to Multiple AP, it has to restrict to only one AP.
