Photo merging between Device Photo and Images synced by Json from web

I need an iPhone/iPad app. I already have a design for it, I just need it to be built. Photo merging with camera shopt or already stored and an image with trasparecy. images synced by a json db. slide the several Json image over the photo right and left. Possibility to resize and rotate the Json Image directly on Photo for fit it best. Also the Json image will have some field to show on top right of screen. A button for follow the image on a webpage
here a fast mockup for describe better what we need,
the graphic will not so different from the mockup, just a flash icon for photo, and once opened the background must be image directly from camera.
