SMS and MMS MOBILE MESSAGING APP.

This is a very simply application. However, it must be very robust.
The main concept is:
a. The cell phone makes a JSON or light-weight web services call to a server and receives the text message details (content and recipients list)
b. The cell phone then, in a continuous loop, invokes in the SMS or MMS API and sends the text messages to the list of recipients
c. Upon job completion, and in a continuous loop, it makes another web service call to the server requesting the next set of text messages
A .NET Web Service must also be written on the server machine to accept the incoming web service request. This .NET web service simply calls a STORED PROCEDURE already written to retrieve the results and format back into a Web Service Response Message back to the cell phone.
I'd also like the application to automatically start on Power On, and use the built in OS scheduler to invoke the application during select times of the day.
For the right resource, this application should not take more than 1 week to implement. I am developer also and knows exactly what I want. Working together we could do this quickly if you are experienced in mobile web services and SMS and MMS messaging technologies.
We also must implement a local database on the cell phone to store information. I'm thinking SQLite or something similar.

Hi, This seems to be feasible - the only concern is the sending of SMS. Do you plan to use external SMS APIs or you want to send them from with the mobile device using their GSM connection?
