Software Open License Legal Question

I am planning to use an open source software which uses the Eclipse Public License. I have few questions that I need to confirm before I move forward with this software:
1. Can I re-brand the software, change its name, without mentioning the original name?
2. Can I re-brand the software if I keep a reference to the original name or the copy rights note?
3. Can I translate the interface without having to contribute this translation to the community since it is part of the content, not the code?
4. Can I change the CSS, Cascading Style Sheets, without having to contribute this translation to the community since it is part of the design not the code?
5. Can I change the license type once I re-brand the software?
I have attached the Eclipse Public License text for your reference. I need the answers to be supported by the text from the license file itself or any other related legal document.
